Not only is the presses headlines wrong as pointed out by Jonathan, the text if fundamentally wrong too, as illustrated by the quote: She said the fact the action had the support of Davis, a Democrat, and Schwarzenegger, the Republican who replaced him, "speaks to the unified effort among all Californians" to reduce greenhouse gases.--which misses the twin facts that there are many Californians that don't believe climate change to be "an undisputed fact" (as seen on some official State websites), and certainly don't agree that governmenetal fiats are the most effective way to achieve reductions.
